GENERAL SUMMARY


Responsible for supervising

the day-to-day Permit Services activities which includes the delivery, quality and resolution of a wide variety of service/plumbing applications and engineering plans and records; daily collection and end-of-day reconciliation of associated fees and charges; and

approval of property and connection design criteria for onsite and SEP project submittals. Monitors the work performance of Permit Agents and Permit Specialists.

 

PRINCIPAL RESPONSIBILITIES AND TASKS

ESSENTIAL FUNCTIONS

•Supervises the day-to-day activities of Permit Services personnel; assigns tasks to Permit Agents and Specialists and monitors work for adherence to WSSC policies, DSG procedures, and certain design standards and regulatory codes.
• Prepares preliminary employee performance evaluations and conducts periodic feedback sessions to discuss employee performance relative to unit standards and expectations;
• Develops and conducts employee training programs and performance tests;
• Directs staff in the processing and issuance of applications for new service, the computation, levy, and collection of a variety of permitting fees including System Development Charges, and the review/approval of preliminary engineering (developer-built, relocations, onsite and SEP) plans and required documents;
• Monitors unit workload and performs quality assurance of permit data and end-of-day revenue deposits, returned checks, etc, ensures cycle times are met, and recommends procedural changes to improve operational efficiency;
• Coordinates with applicants and members of the contracting, development, and plumbing communities, governmental agencies, as well as contract managers, design technicians and various internal WSSC units to ensure accurate and timely issuance of plumbing and gas fitting permits and review/approval of project submittals;
• Investigates, reviews, and resolves complex customer, permitting and engineering submittal inquiries and provides guidance and technical assistance to the public;
• Initiates and responds to a wide variety of email, correspondence and telephone inquiries;
• Trains staff and assists with implementation of new technologies involving online applications, job tracking databases, statistical reporting, or electronic documents;

 OTHER FUNCTIONS

• Acts as the Permit Services Unit Coordinator when designated

WORK ENVIRONMENT AND PHYSICAL DEMANDS

General work is performed in normal office environment; occasional travel to construction sites, business or community meetings is required; ability to effectively handle/respond to confrontational issues and/or customers; ability to lift and carry a minimum of 50 pounds; possession of a valid driver’s license.

• Ability to read and interpret water and sewer design plans and a variety of maps used throughout the Development Services process, such as 200 foot sheets, plats, right-of-way/ easement documents, topography maps, and as-builts;
• Skillful in making certain mathematical computations during the review of design, relocation and onsite plans.
• Exceptionally good analytical and decision-making skills and the ability to handle multiple tasks and complex projects in order to meet or exceed cycle time goals and deadlines;
• Fully knowledgeable in Microsoft Office applications, scanning processes, and office equipment such as computers, plotters, microfilm reader/printers, and scanners.

 

MINIMUM EDUCATION, EXPERIENCE REQUIREMENTS

High school diploma or equivalent. Seven years experience in a progressively responsible sub-professional engineering position including reading and interpreting engineering drawings, plans and plats or related permit project administration experience including three years computer experience using

Microsoft Office software applications (Work Excel and Outlook).

GENERAL SUMMARY:

The Senior Development Project Manager (SDPM) serves in the Development Design Unit of the Development Services Group with the primary responsibility to review and support the review of water

and sewer extension project designs and provide support during the construction phase. The SDPM will serve as lead reviewer in all Development Services Group WSSC-Built and Developer-Built designs. The

SDPM develops and coordinates design and design review training of other DPMs. The SDPMs may act as project manager for high profile and complex projects. The SDPM is expected to develop the capacity to provide a wide range of review functions in the design and construction phases of the process. The SDPM assists the Development Design Unit Coordinator with the supervision of other DPMs, provides input on performance evaluations, and otherwise assists as necessary. The SDPM also acts for the Unit

Coordinator when needed.

• Acquires necessary permits for some projects;
• Reviews preliminary subdivision plans, detailed site plans, and conceptual water and sewer layouts for developer built projects;
• Tracks projects and reports on project quality and cycle time;
• Determines compatibility of projects with capital improvement program and other design requirements;
• Works with applicants to prepare and process credit/reimbursement agreements and provides review assistance to Internal Auditor during final audit of incurred costs;
• Provides assistance in the completion of the capital improvement program.
• Makes recommendations on assignment of work to other project managers based on complexity of project and skill level of available project managers;
• Reviews the work of other project managers, providing quality control;
• Develops, designs, and provides training for WSSC Built Projects and Developer Built Projects;
• Resolves design and constructability conflicts between WSSC project managers and applicants and/or applicant’s engineer;
• Provides overall monitoring and coordination of project activities to meet time and cost parameters.

• Reviews pump station plans, pump station details, pump sizing calculations and pump station layouts;
• Performs wastewater pump station and force main calculations;
• Tracks projects and reports on project quality and cycle time;
• Determines compatibility of projects with capital improvement program and other design requirements;
• Performs hydraulic reviews and computations, considering existing and future demands/flows to determine pipe sizing and alignments and available capacity of existing water and sewer systems

GENERAL SUMMARY:

Performs sub-professional database maintenance and system analysis for the development and maintenance of WSSC's Geographic Information System (GIS). This includes the use of automated mapping products and training, supervision, coordination and quality control of others in the operation and use of the GIS hardware and software applications.


PRINCIPAL RESPONSIBILITIES AND TASKS:

ESSENTIAL FUNCTIONS:

• Digitizes map information for automated mapping systems using ARCGIS system; Stores digitized information in computer files;

• Trains designated personnel in the operation and use of the GIS hardware and
software applications;
• Evaluates new GIS hardware and software packages;
• Provides technical assistance to section personnel;
• Writes instructional macros using ARCGIS;
• Maintains progress log for project documentation and monthly reports;
• Verifies accurate conversion of map check plots and digital reference products;
• Reviews as-builts and valve cards for errors and updating.
• Creates water zone, sewer basin and mini basins layers
• Maintains the “FileNet” database for Web Map, including scanning, data entry and quality control of water and sewer contracts and 200’ sheets.

GENERAL SUMMARY:

This position performs a wide variety of engineering-related duties, technical and administrative tasks, and customer relations responsibilities in support of the Development Services Group (DSG) and other engineering offices within the Commission; provides specialized assistance both internally and externally

in the area of training, documentation, data management, and other related duties that will maintain and support the information systems of the DSG.

PRINCIPAL RESPONSIBILITIES AND TASKS:

ESSENTIAL FUNCTIONS:
• Reviews, researches and interprets construction plans, preliminary plans, record plats and legal descriptions to ascertain property ownership and cursory reviews for availability of existing and proposed water and/or sewer;
• Reviews all package submittals for completeness and notifies applicant if additional information is needed;
• Computes levies, and collects a wide variety of fees based on approved rates and charges; obtains assessment pay-off calculations from the Assessments Unit;
• Provides technical assistance and policy guidance to government officials, engineers, developers, builders, attorneys, the general public and other Commission offices in the successful application and staging of processes required to acquire water/sewer services and to resolve discrepancies; 
• Responds to inquiries regarding the size and location of existing and proposed water and/or sewer mains, service availability, service categories, hydraulic grade information and other types of information pertaining to the Development Services (DS) process;
• Manages all documents associated with projects according to the established procedures of the DSG from application to final release;
• Tracks Developer-built and WSSC-built projects using various databases to ensure accuracy of project information and confers with Development Planning Managers, Contract Managers, Inspection Managers, Customer Care Supervisors, other Commission offices, and various
• external stakeholders such as developers, engineers, builders, plumbers and government officials to ensure project-related conditions are properly coordinated;
• Researches and analyzes unusual or complex technical, property, legal and/or administrative problems relating to service connection, special connection, on-site and/or system extension submittals and regulatory or construction issues in order to determine alternative solutions;
• Researches, examines, interprets and evaluates preliminary/site plans and engineering drawings to perform conceptual reviews for availability, special connections and government agency referrals;

REQUIRED KNOWLEDGE, SKILLS, AND ABILITIES:
• Fully knowledgeable in use of information systems and microfilm records;
• Ability to utilize external database systems such as MD Assessments database and effectively research, read and comprehend legal descriptions for properties;
• Fully knowledgeable in reading and interpreting all phases of complex engineering drawings,conceptual design plans and a variety of maps used throughout the Development Services (DS) process such as 200-foot sheets, plats, right-of-way/easement documents, topography maps, ROPES/PRODS and as-builts;
• Working knowledge of engineering practices pertaining to water and sewer service;
• Working knowledge of MNCP-PC and various other County Agencies land development policies/procedures;

GENERAL SUMMARY:
Plans, directs and manages the activities of the Development Unit (DU). The DU is responsible for ensuring the overall technical accuracy and quality of design projects involving water and sewer extensions, overall management of comments for preliminary plans, and maintaining links with the development community. The Unit Coordinator acts as the WSSC liaison with the County Agencies for development projects, maintaining a working knowledge of the overall framework for planning and design of water and sewer services to new developments.

PRINCIPAL RESPONSIBILITIES AND TASKS:
The following statements are intended to describe the general nature and level of work being performed by people assigned to this classification. They are not to be construed as an exhaustive list of all job duties performed by personnel so classified.

ESSENTIAL FUNCTIONS:
• Supervises, employees including selecting or recommending selection, training, assigning and evaluating work, counseling, disciplining, and/or termination or recommending termination;
• Reviews and directs review of water and sewer design plans and assists by providing inputs on complex development under review;
• Refers any Code/Design criteria uncertainties to the Development Services Group Leader for final approval;
• Works with other Unit Coordinators to manage the Development Services process;
• Assigns Unit members to particular projects and teams and monitors staffing levels; Coordinates the use of expert resources;
• Monitors project quality, system integrity, cycle time and cost;
• Responds to development-related inquiries and resolves escalated disputes.

OTHER FUNCTIONS: 
• Participates in Ad-Hoc Committees to address technical issues related to the Building Industry Association’s requests;
• Participates in setting of performance standards, collects data to measure performance, compares results with standards and takes corrective action to close performance gaps;
